The central government has a significant degree of control over county taxes and commercial levies in England and defines the political framework within which both operate.

Stimulus Checks Are On The Way. Here’s Who Qualifies
Council tax is set by each individual authority and authorities can withhold all funding collected from council tax in their area to support their budgets.
City tax is levied on domestic properties, which are grouped into assessment groups based on the value of domestic properties in April 1991; this band determines the level of tax charged. Some properties are eligible for council tax rebates or exemptions, and people on low incomes can apply for council tax support, reducing their council tax bill.
Each year, the government publishes referendum limits for municipal tax increases; if the authorities raise the level of municipal taxes above this threshold, they are required by law to hold a referendum.
Business rates are set by central government, which sets a multiplier, one pence to the pound value which is then applied to the rateable amount, an estimate of the open market rental value that a property can achieve on a given date. Properties with a rateable value of £12,000 or less are exempt from business levy, and those up to £15,000 are eligible for small business levy. There are other benefits and exemptions, including an 80% discount for properties used by charities.

Currently, the government collectively keeps half of the revenue from business fees, the other half is paid by councils to central government, which uses the revenue to fund grants to the authority. The previous government announced plans for the public sector to retain all business fees until 2020. More information on the proposal can be found on our business fee retention page.
Valuation of properties for city taxes and commercial fees is the responsibility of the national body, the Valuation Office Agency (VOA). Property valuations for business rates are updated on a five-year cycle. The most recent revaluation took effect in April 2017, based on property values in April 2015. Both city ratepayers and business ratepayers can dispute their property assessment with the VOA.

Julie Garrett, public relations specialist at the Atlanta Office of Small Business Management, sat down with Karen Moore, editor of Southwest Florida Business Today, to answer some common questions. (This interview has been transcribed and edited for ease of printing.)
Julie: So in a disaster like this, and a major county disaster is declared, FEMA will help homeowners and renters. And the SBA will help homeowners and renters, businesses large and small, and private nonprofit organizations. FEMA makes grants and we make disaster loans. Two different things”
Julie: So, you can apply for FEMA online at disasterassistance.gov, or you can download the FEMA mobile app and apply with that app, or you can go to a FEMA recovery center in person and apply and someone will help you enter the information or you can call FEMA 800-621-3362.

Julie: For SBA assistance, you can apply online at sba.gov, disaster assistance, which will take you to the application. You can go into a business recovery center or any FEMA disaster recovery center and apply or apply. Or download the paper application and use it to apply and send it to the center or mail it.
Karen: I just want to make sure that for SBA loans, is there a specific link that they have to go to that SBA page? How is aid from Hurricane Ian identified?
Julie: When you go to SBA.Gov disaster and scroll down there is a picture of a road covered in water and it says apply and if you click on that it will take you and show you what you need.
Karen: Can you share with us the designated counties, because I know they’ve switched to FEMA assistance.
Business Relief Questions And Answers From The U.s. Small Business Administration (and Fema)
Julie: FEMA and SBA assistance is available in Charlotte, Collier, DeSoto, Flagler, Hardee, Highlands, Hillsborough, Lake Lee, Manatee, Orange, Osceola, Pinellas, Polk, Putnam, St. John, Sarasota, Seminole and Lucia Counties. So in those counties, you can get one-on-one help from FEMA and the SBA offers all of our disaster loans.
And then in neighboring counties, counties adjacent to those counties, the SBA offers working capital loans to small businesses and nonprofit organizations. Therefore, in these adjacent districts there is no FEMA assistance. SBA assistance is limited in these other districts.
Julie: We work together on major disasters like this. A lot of times people apply to FEMA, and FEMA says, ‘Hey, we want you to go to the SBA and apply for a disaster loan. Is FEMA asking me to do this? I can’t pay the loan. I just want a FEMA grant. what?
Well, just part of the FEMA process. So you come to the SBA and apply and there is no obligation to take out a disaster loan. And if your loan application isn’t approved, we’ll send it back to FEMA for possible further award consideration, but if FEMA tells you to apply to SBA and you don’t, you won’t go through the FEMA process.
